Rogelio N. Maciel was one of the founding
partners of the firm in 1991 and is also the head of its aviation
department. Mr. Maciel received an LLB at the University of Córdoba
School of Law and was, for many years, legal counsel to the
National Board of Civil Aviation, the Airports Administration, the
Ministry of Aeronautics and the Committee for Investigation of
Civil Aviation Accidents.
Mr. Maciel was also a member of the Drafting
Committee of the Argentine Aviation Code in 1967 and a member of
Argentine Delegations to the ICAO Assemblies. Later, he was legal
advisor to foreign companies in the privatization, among others, of
the National Telephone Company in 1990 and the Argentine Airports
in 1997. He and the members of the firm’s aviation department
currently provide counselling to airlines, aircraft and engine
manufacturers, asset-based financiers, insurers, etc.
Rogelio Maciel is a member of the Buenos Aires
Bar Association, the International Bar Association (Committees on
Aviation Law and on Communications Law) and also a member of the
Argentine, Brazilian and Ibero-American Institutes of Air &
Space Law. He is author of the Argentine chapters in the following
books: Security Interest in aircraft and engines (Kluwer
1988), Aircraft Finance (Sweet & Maxwell 1991),
Aircraft Liens & Detention Rights (Sweet & Maxwell
1998) and Air Transport 2006 (Law Business Research Ltd.
2006). He has written articles on privatization of airlines in
Latin America and on air transport agreements in Mercosur and other
regional markets in "Air Law" (Kluwer) and other
publications on Aviation and has been speaker at Aviation
conferences and seminars.
Mr. Maciel is also a Colonel (Rtd) of the
Argentine Air Force Legal Corps and a private pilot. He speaks
Spanish and English.
