Steven M. Harper’s primary practice areas at Harper Meyer are
taxation and aviation. Mr. Harper’s aviation work deals generally
with the domestic and cross-border transfer of rights to aircraft.
Within that realm, he has represented local and offshore entities,
airlines and high net worth individuals in the purchase and sale,
lease, and refinance of aircraft ranging from large commercial to
small corporate jets, turboprops and helicopters. In addition, he
has assisted clients in obtaining Operations Specifications from
the Federal Aviation Administration authorizing flights in Reduced
Vertical Separations Minimum (RVSM) airspace and other special
areas of operation. Mr. Harper is a member of the Florida Bar,
American Bar Association, Inter-American Bar Association and Dade
County Bar Association. He is conversant in Spanish.
